GIS Analyst

Job Description

SUMMARY

Develop, improve, and maintain the Erie Water Works Geographic Information System (GIS) to accommodate and enhance Erie Water Works workflows through the development and documentation of applications, scripts, tools, processes, and procedures. This position is in place to research and develop GIS technologies and apply them to workflows and processes for the greater good of the Erie Water Works.

Responsibilities:

  • Streamline/Automate GIS production, editing tasks, and quality control measures.
  • Work closely with GIS Manager to develop and deploy GIS tools/solutions.
  • Assist GIS Manager with GIS outreach within Erie Water Works.
  • Perform data model/schema design and development tasks.
  • Design, develop, and maintain robust and efficient GIS web applications.
  • Support and improve Erie Water Works GIS relational databases using ArcSDE, SQL Server, and ArcCatalog, or other applicable software.
  • Perform GIS data editing, analysis, and mining.
  • Assist with GIS driven emergency management software.
  • Perform cartographic tasks to develop high quality end user mapping.
  • Assist with the development, deployment, and maintenance of mobile GIS technology.
  • Support the maintenance and development of the Erie Water Works hydraulic model and associated software.
  • Manage the configuration, deployment, and maintenance of work order management software.
  • Write technical and procedural documents to support the Erie Water Works GIS and its associated tools, applications, best practices, and work flows.
  • Manage data collection activities utilizing mapping grade Global Positioning System (GPS) equipment and associated software.
  • Supervise, support, train, and mentor Erie Water Works GIS Support Technicians.
  • Train and support all Erie Water Works, Consultant, and Contractor GIS/GPS end users.
  • Stay up to date with industry developments in ESRI Arc GIS software and applications.
  • Other duties as assigned by GIS Manager or Engineering Services Manager.
  • Follow all safety regulations as required by Erie Water Works.

Qualifications:

Education:

  • Associates degree and/or certification in geography, GIS, cartography or related field from an accredited college or university.
  • Bachelor’s degree, preferred.

Certification:

  • Geographic Information Systems Professional (GISP) certificate, preferred.

Experience:

  • Minimum two years of increasingly responsible experience in the GIS function, including computer-aided drafting, design, development, analysis, implementation and maintenance of geographic information systems.
  • Applicable working experience with AutoCAD and ESRI ArcGIS software including ArcMap, ArcPro, ArcGIS Server, ArcSDE, and Microsoft SQL Server is required.
  • Experience with hydraulic modeling software is preferred.

Knowledge:

Knowledge of land surveying and as-built data collection and integration methods and practices. Global Positioning System (GPS) data collection and processing experience (GPS Equipment / Software).  Knowledge of the principles, practices, procedures, methods and standards related to ESRI GIS software, MS SQL Server, MS Access, advanced modeling techniques; standard and best practices in developing and maintaining a dynamic GIS; general IT networks, systems and management; relevant programming languages, SDKs and APIs.

Mathematical skills

Ability to apply advanced mathematical concepts.  Must have knowledge of arithmetic, algebra, geometry, trigonometry, calculus, statistics, and their applications.

Reasoning/problem solving

Ability to define problems, collect data, establish facts, and draw valid conclusions. Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables. Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

Work Environment:

While performing the duties of this job, the employee will be exposed to various weather conditions, including heat, cold, rain, and wind, requiring appropriate attire and adaptability to changing elements. The role involves navigating uneven terrain, including dirt, gravel, and concrete surfaces, which may pose challenges such as mud, debris, or obstructions.
